When there are more applications than places for 2027-28 (Year 3), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.
- 1Looked after / previously looked after / internationally adopted previously looked after children — Children in public care are those who are in the care of a local authority or being provided with accommodation by a local authority in the exercise of their social services functions (as defined in Section 22 of the Children Act 1989) at the time of making an application to a school. Children previously in public care are those who were looked after but ceased to be so because they were adopted (or became subject to a child arrangement order or special guardianship order). Internationally adopted previously looked after children are those who appear to the Council to have been in state care outside England and ceased to be in state care as a result of being adopted.
- 2Designated area siblings and shared area siblings (Wiltshire) / Local siblings (South Gloucestershire) — WILTSHIRE: A child is considered under this criterion if a sibling is attending the school (or the linked junior school in the case of applications to an infant school) as at the deadline date and will continue to attend the school at the time of entry, and where the child lives within the designated area or shared area at the same address as the sibling. Step, half and foster siblings are included in this category. The sibling link does not apply to children who are on roll in YR6 and will not be attending once the child starts school. SOUTH GLOUCESTERSHIRE: they live within the APR (Area of Prime Responsibility); or, where there is no APR, local siblings will be deemed to be those living up to a maximum of three miles from school by straight line measurement; or, where the distance is over three miles but the school is still the nearest school; AND they are full or half brother or sister; or they are adoptive brother or sister; or they are children of the same household; AND the sibling is already in attendance at the preferred school and will be in attendance at the time of admission (statutory school age only).
- 3Other children from the designated area or shared area (Wiltshire) / Geographical considerations – children living within the APR (South Gloucestershire) — WILTSHIRE: Children resident within the designated area or shared area who do not qualify under one of the criteria above. SOUTH GLOUCESTERSHIRE: Where there are more applications for children living within an Area of Prime Responsibility than places available, priority will be given to applications from within the defined area who live closest to the preferred school. Distances from home to school are measured in a straight line between the address point of the child's home and a central point within the main school building using the local authority's computerised mapping system. In the case of South Gloucestershire infant and primary schools which do not have Areas of Prime Responsibility, places will be allocated to those children living closest to the school.
- 4Other siblings (Wiltshire) / Out of area siblings (South Gloucestershire) — WILTSHIRE: A child is considered under this criterion if a sibling is attending the school (or the linked junior school in the case of applications to an infant's school) at the deadline date and will continue to attend the school at the time of entry, and where the child lives at the same address as the sibling. Step, half and foster siblings are included in this category. The sibling link does not apply to children who are on roll in YR6 and will not be attending once the child starts school. SOUTH GLOUCESTERSHIRE: siblings living outside the APR for the school; AND they are full or half brother or sister; or they are adoptive brother or sister; or they are children of the same household; AND the sibling is already in attendance at the preferred school and will be in attendance at the time of admission (statutory school age only).
- 5Children of staff at the school (Wiltshire) / Geographical considerations – children living outside the APR (South Gloucestershire) — WILTSHIRE: A child is considered to fall under this criterion (I) where the member of staff has been employed at the school for two or more years at the time at which the application for admission to the school is made, and/or (II) the member of staff is recruited to fill a vacant post for which there is a demonstrable skill shortage. SOUTH GLOUCESTERSHIRE: Where there are more applications for children living outside an Area of Prime Responsibility than places available, priority will be given to applications from those who live closest to the preferred school. Distances from home to school are measured in a straight line between the address point of the child's home and a central point within the main school building using the local authority's computerised mapping system.
- 6Other children (Wiltshire) / Children of staff at the school (South Gloucestershire) — WILTSHIRE: Children to whom none of the above criteria apply. SOUTH GLOUCESTERSHIRE: A child is considered to fall under this criterion (I) where the member of staff has been employed at the school for two or more years at the time at which the application for admission to the school is made, and/or (II) the member of staff is recruited to fill a vacant post for which there is a demonstrable skill shortage.
If two applications tie: WILTSHIRE: If two or more children with the same priority for admission live an indistinguishable distance from the preferred school but cannot all be admitted, then the available places will be decided by means of casting lots. The random allocation will be conducted independently by an officer of Wiltshire Council. SOUTH GLOUCESTERSHIRE: Where it does not prove possible to resolve allocations to an over-subscribed school by the application of criteria A-F, any remaining places will be allocated by drawing lots. Lots will be drawn by a Trustee of the Mosaic Partnership Trust who is independent of the school admissions process.
These arrangements cover 12 schools across two local authorities (Wiltshire and South Gloucestershire) with different oversubscription criteria for each LA. Individual PANs are published per school: Barrs Court 45 (consulting on reduction to 30), Box CE 25, Broadway Infant 60, Gillingstool 30, Neston 30, Parkwall 30, Raysfield 60, Redfield Edge 30, St Michael's CE 30, St Stephen's CE Junior 90 (reducing to 60 from Sept 2029), The Park 60, The Ridge Junior 60. The criteria are presented in two separate ordered lists for Wiltshire and South Gloucestershire schools respectively.
