When there are more applications than places for 2027-28 (Reception), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.

1. 1Looked after / previously looked after / internationally adopted previously looked after children — Children in public care are those who are in the care of a local authority or being provided with accommodation by a local authority in the exercise of their social services functions (as defined in Section 22 of the Children Act 1989) at the time of making an application to a school. Children previously in public care are those who were looked after but ceased to be so because they were adopted (or became subject to a child arrangement order or special guardianship order). Internationally adopted previously looked after children are those who appear to South Gloucestershire Council to have been in state care outside England and ceased to be in state care as a result of being adopted.
2. 2Local siblings — South Gloucestershire children are defined as local siblings if: they live within the APR (Area of Prime Responsibility); or, where there is no APR, local siblings will be deemed to be those living up to a maximum of three miles from school by straight line measurement; or, where the distance is over three miles but the school is still the nearest school; AND they are full or half brother or sister; or they are adoptive brother or sister; or they are children of the same household; AND the sibling is already in attendance at the preferred school and will be in attendance at the time of admission (statutory school age only).
3. 3Geographical considerations: Children living within the APR — Children living within the APR: Where there are more applications for children living within an Area of Prime Responsibility than places available, priority will be given to applications from within the defined area who live closest to the preferred school. Distances from home to school are measured in a straight line between the address point of the child's home and a central point within the main school building using the local authority's computerised mapping system. In the case of South Gloucestershire infant and primary schools which do not have Areas of Prime Responsibility, places will be allocated to those children living closest to the school.
4. 4Out of area siblings — Siblings living outside the APR for the school: In South Gloucestershire children are defined as out of area siblings if they live outside the Area of Prime Responsibility for the school; AND they are full or half brother or sister; or they are adoptive brother or sister; or they are children of the same household AND the sibling is already in attendance at the preferred school and will be in attendance at the time of admission (statutory school age only).

6. 6Children of staff at the school — A child is considered to fall under this criterion I. where the member of staff has been employed at the school for two or more years at the time at which the application for admission to the school is made, and/or II. the member of staff is recruited to fill a vacant post for which there is a demonstrable skill shortage.

If two applications tie: Where it does not prove possible to resolve allocations to an over-subscribed school by the application of criteria A-F, any remaining places will be allocated by drawing lots. Lots will be drawn by a Trustee of the Mosaic Partnership Trust who is independent of the school admissions process.

The criteria above are for South Gloucestershire schools (Barrs Court Primary School, Broadway Infant School, Gillingstool Primary School, Parkwall Primary School, Raysfield Primary School, Redfield Edge Primary School, St Michael's CE Primary School, St Stephen's CE Junior School, The Park Primary School, The Ridge Junior School). Separate Wiltshire criteria apply to Box CE Primary School and Neston Primary School, with criteria: A) Looked after/previously looked after; B) Designated area siblings; C) Other children from designated/shared area; D) Other siblings; E) Children of staff; F) Other children — tie-break by straight-line distance, then casting lots. Individual PANs per school range from 25 to 90; see document table for per-school figures. Barrs Court Primary School is consulting on a PAN reduction from 45 to 30 from September 2027. St Stephen's CE Junior School PAN will reduce from 90 to 60 with effect from September 2029.
