The brochure states criteria 4 and 6 as definitions (of 'sibling' and of how distance is measured) rather than as sentences naming the children they prioritise. Parents who wish to claim priority on the grounds set out in criteria 2 and 3 must: a. provide details of that long-term medical or social condition and must provide a doctor's statement in support of their application, and b. provide those details and supporting statement at the time of application or subsequently, but before the published date by which applications are to be considered. The governing body will not take into account the medical or social condition of a child or a member of the child's immediate family, if parents do not meet the criteria above before the date by which applications are to be considered.
