When there are more applications than places for 2027-28 (Reception), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.
If two applications tie: Where it is necessary to distinguish between children who fulfil equal criteria, the proximity of the child’s home, as measured by the safest available shortest safe available route (as defined by the Welsh Government’s ‘Learner Travel Statutory Provision and Operational Guidance June 2014’) is calculated (to 4 decimal places) from the co-ordinates of an applicant’s home address (determined using the Local Land and Property Gazetteer [LLPG] address point data), to the nearest open school gate using Ordnance Survey (OS) route data. Those living nearer will be accorded the higher priority. In the event of necessity. The method used to calculate the distance will be Cardiff Council’s Geographical Information System (GIS).
Multiple birth children: separate applications required; multiple birth siblings given priority over other children in oversubscription criteria 2 to 6, and if one sibling would be admitted and another not due to the PAN being met, the remaining sibling(s) will be admitted; the same process applies to non-multiple-birth siblings in the same school year (born less than 12 months apart, step-siblings, adopted or fostered children). Waiting lists: children not offered a place are added to a waiting list in the same priority order as the oversubscription criteria; no account is taken of time on the list; maintained until 30 September each year, after which a new application must be made. Appeals: if refused admission, an appeal may be submitted via the school and will be considered by an independent appeals panel appointed by the diocese. Evidence required: for looked-after children, a Care Order or Interim Care Order must be provided; for compelling medical/social grounds, a written recommendation from a medical consultant or social worker dated no more than 6 months prior to application, explaining exceptional needs and why only this school can meet them; for faith-based criteria (5-7), regular attendance is defined as on average once a month over the previous 12 months, evidenced by a written statement signed by the relevant priest/minister/pastor/faith leader; for locality (criterion 8), the school may request evidence such as electoral roll inclusion, utility bills, or solicitor's letter/lease agreement to confirm address.
