When there are more applications than places for 2027-28 (Year 7), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.

1. 1Looked after / previously looked after children — Looked after children and Previously Looked After Children, including those who appear to have been in state care outside of England and ceased to be so as a result of being adopted.
2. 2EHCP naming the academy — If the academy receives more applications than there are available places, children with the academy named on an EHCP or equivalent will be automatically admitted to the academy.
3. 3Sibling (including sixth form) — Children who are due to transfer and have an older brother or sister already at the school at the time of admission, including sixth form.
4. 4Offered a place under music potential/aptitude — Children who have been offered a place under the music potential and aptitude criteria.
5. 5Children of staff — Children of staff at the school, where the member of staff has been employed by Ormiston Academies Trust to work at City of Norwich School for two or more years at the time of application, and/or was recruited to fill a vacant post for which there is a demonstrable skill shortage.
6. 6Named feeder primary schools — Children who attend named feeder primary schools: Avenue Junior School, Bignold Primary School, Colman Junior School, Cringleford CofE Primary School, Eaton Primary School, Edith Cavell Academy and Nursery, Lakenham Primary School and Tuckswood Academy.
7. 7All other children, by distance — Children who do not fall into any of the above categories; priority given in accordance with proximity to the academy.

If two applications tie: Distance is the straight-line ("crow flies") distance between the academy's main gate and the child's home address front door, using Ordnance Survey data; where two dwellings share a front entrance, the lower floor / clockwise-nearest is treated as closer. If, after applying the admission rules and distance, two applicants cannot be separated for a final place, the local authority (which manages CNS's admissions) uses random allocation.

Sibling is defined broadly: a brother/sister (incl. half-, step-, adopted, or fostered within a family unit) sharing one or both parents, whether or not resident in the same household. Multiple births: where two or more siblings in one year group and only one place is available, the applications are considered together and the PAN is increased accordingly for that year group. Dual address (shared custody): the home address is where the child resides for the majority of school nights (Sun-Thu); if equally split, the child benefit address, or failing that the GP-registration address, is used. Waiting list held until 31 December 2027 following the main intake, re-ranked by the oversubscription criteria each time a child is added (not by date of application).
