When there are more applications than places for 2027-28 (Reception), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.

1. 1Children looked after / previously looked after — Children looked after and children who were previously looked after, including those who appear (to the Governors) to have been in state care outside of England, and ceased to be in state care as a result of being adopted or became subject to a child arrangements order or a special guardianship order.
2. 2Medical or social need — Children for whom it can be demonstrated that they have a particular medical or social need to go to the school.
3. 3Village area – Pupil Premium eligible (3a) — Children who are eligible for the Early Years Pupil Premium or Pupil Premium and who live in the villages of Cockernhoe, Mangrove Green, Tea Green, Wandon End and their neighbouring farms, as marked in red on the plan included in this policy as Appendix A.
4. 3Village area – other children (3b) — Any other children who live in the area marked in red on the plan included in Appendix A.
5. 4Siblings – Pupil Premium eligible (4a) — Siblings of children already at the school at the time of entry, who are eligible for the Early Years Pupil Premium or Pupil Premium. Siblings include other children permanently residing at the same address. Children in the nursery cannot be claimed as a sibling link.
6. 4Siblings (4b) — Siblings of children already at the school at the time of entry. Siblings include other children permanently residing at the same address. Children in the nursery cannot be claimed as a sibling link. Sibling In Year admissions: the sibling may be in the school's final year (Year 6) as long as they will still be in attendance at the time of admission.
7. 5Church attendance – St Francis, Luton — Children living outside the village area (Category 3), where one or more of the child's parents/guardians have, at the time of application, and for a period of twenty-four months previously, attended public worship at St. Francis Church at least twice in each calendar month. Evidence sought on supplementary form number two.
8. 6Church attendance – other Christian churches in the parishes of St Francis and St Thomas — Children living outside the village area (Category 3), where one or more parent/guardian have, at the time of application, and for a period of twenty four months previously, attended public worship at any Christian Church* in the parishes of St. Francis and St. Thomas, at least twice in each calendar month. *A 'Christian Church' is defined as one which is a member of Churches Together in England or the Evangelical Alliance.
9. 7Distance — Any other children whose home address is nearest to the school.

If two applications tie: These rules are applied in the order they are printed. If more children qualify under a particular rule than there are places available, a tiebreak will be used by applying the next rule to those children. Where two different addresses measure the same distance (e.g. a block of flats), the lower door number will be deemed nearest. If there are two identical addresses of separate applicants, the tie-break will be an independently-supervised random draw. Straight line distance is measured using Address Base Premium address points to two decimal places (Hertfordshire's system).

The school participates in Hertfordshire's Fair Access Protocol, admitting such children before those on the continuing interest list, and over PAN if required. Category 2 applications require specific professional evidence and are considered by a panel of governors. Closing date for main round applications is 15 January 2027.
