When there are more applications than places for 2026-27 (P1), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.
If two applications tie: The above are not in any priority order. The School Placement Panel, made up of senior officers, will decide how to prioritise these factors, taking account of all information provided by applicants and the overall pattern of applications across West Lothian. The Council has discretion to admit a pupil to any school in special circumstances as determined by the Council. In considering placing requests the Council takes into account the design capacity of the school and its accommodation, the normal maximum class size in teachers' Conditions of Service, and the need to maintain quality education provision within existing resources.
Each home address has a catchment denominational and a catchment non-denominational school for both primary and secondary; living within a catchment area does not guarantee a place. All West Lothian denominational schools are Roman Catholic. The application form allows three choices; only the first is treated as a placing request, the second and third considered if the first cannot be granted. Reserved places are kept for children moving into the catchment during the year: two per year group at primaries with eight classes or fewer, three at primaries with nine or more; at secondaries from 3 places at a stage total of 180 up to 7 at 260. Waiting lists last one session and are prioritised by the guidelines, not by time on the list. Younger siblings of children attending a school retain the catchment status of the older sibling where catchments change.
