When there are more applications than places for 2027-28 (Year 3), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.
If two applications tie: Where not everyone within a rule can be offered a place, priority goes to those living nearest the school within that rule, measured on a straight-line "crow fly" basis using Ordnance Survey data. If distance still cannot separate applicants for the final place, the authority uses random allocation, carried out by an officer of the council who is not involved in the admissions process.
These are Norfolk County Council’s rules — the council is the admission authority for community and voluntary controlled schools — and they are the Year 3 rules for transferring from an infant or first school, which differ from the county’s Reception rules. Catchment area matters more here than at many schools: living in the catchment with no sibling connection (rule 3) ranks above living outside it even with a brother or sister at the school (rule 5). A child with an Education, Health and Care Plan naming the school must by law be offered a place, and the number of other places is reduced accordingly. One caution: "school" means the main school, not an attached nursery class or learning support centre, so a sibling in the nursery gives a child from outside the catchment no priority.
