When there are more applications than places for 2027-28 (Reception), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.

1. 1Looked after / previously looked after children — Children in care (looked after children) and children who were previously in care (children who were looked after, but ceased to be so because they were adopted or became subject to a child arrangements order or special guardianship order, immediately following having been in care, including those who appear, to the admission authority, to have been in state care outside of England and ceased to be in state care as a result of being adopted)
2. 2Catchment sibling at school — Children living in the catchment area and who have a sibling attending the school at the time of their admission
3. 3Catchment sibling at feeder junior school — Children living in the catchment area who have a brother or sister attending the feeder junior school
4. 4Disability, in catchment — Children who have a disability and live in the catchment area (Appropriate professional evidence will be required to confirm the disability and the reasons for the request for a place at the preferred school are agreed with by the County Council)

6. 6Service premium — Children eligible for the service premium. A pupil is eligible for the service premium if: a) one of their parents is serving in the regular armed forces (including pupils with a parent who is on full commitment as part of the full-time reserve service); b) they have been registered as a 'service child' on a school census in the past 6 years; c) one of their parents died whilst serving in the armed forces and the pupil receives a pension under the Armed Forces Compensation Scheme or the War Pensions Scheme; d) one of their parents is in the armed forces of another nation and is stationed in England
7. 7Outside catchment sibling with EHCP — Children living outside the catchment area who have a brother or sister with an Education, Health and Care Plan attending the school at the time of their admission
8. 8Outside area sibling at school — Children living outside the area served by the school who have a brother or sister attending the school at the time of their admission
9. 9Outside catchment sibling at feeder junior school — Children living outside the catchment area who have a brother or sister attending the feeder junior school
10. 10Disability, outside catchment — Children who have a disability and live outside the catchment area (Appropriate professional evidence will be required to confirm the disability and the reasons for the request for a place at the preferred school are agreed with by the County Council)
11. 11Children of staff — a. where a member of staff has been employed at the school for two or more years at the time at which the application for admission to the school is made and/or b. the member of staff is recruited to fill a vacant post for there is a demonstrable skill shortage
12. 12Outside catchment area — Children living outside the catchment area

If two applications tie: If all children within any of the above rules cannot be offered a place, the highest priority will be given to children living nearest to the school within that rule, measured on a straight line 'crow fly' basis using Ordnance Survey data. If distance cannot separate applicants for a final place, random allocation carried out by an Officer of the Council not involved with the admissions process will be used.

Local-authority coordinated default oversubscription criteria for Norfolk County Council's community and voluntary-controlled schools (the council is the admission authority). Some community/voluntary-controlled schools in this authority apply catchment-area, feeder-school or priority-area variants — check the individual school for its exact arrangements. The document sets out THREE separate ordered oversubscription criteria lists for community/voluntary-controlled schools depending on phase/transfer point: (1) Secondary transfer, (2) Reception admission, and (3) Junior (Year 3) transfer from Infant/First school. The list extracted above is the Reception admissions list (used for First Admission to school). The Secondary list and Junior transfer list differ in wording/order (e.g. secondary has no separate disability or EHCP-sibling category, and orders catchment/feeder/sibling differently). Individual schools may also have designated catchment areas or feeder school arrangements that vary the geographic scope, per Appendix A.
