When there are more applications than places for 2027-28 (Year 7), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.
If two applications tie: After considering the above categories, or if the number of applications in any one of the above categories exceeds the published admission number, priority will be based on those residing closest to the preferred school. The distance between home and school is measured as the shortest available route, determined using the nationally supplied Ordnance Survey OS MasterMap Highways Network Roads and Paths route network layers — to ensure fairness and consistency for all applicants, this is the only software used by the Council. The route is measured from the geospatial mapping centroid coordinates of the applicant's home address to the nearest official open gate of the school. Where two or more applicants are being considered for the last available place and the addresses share the same geospatial mapping centroid (i.e. are within the same block), the route assessment is determined from the logical order and start point of Flat 1 (or Flat A) followed by Flat 2 (or Flat B) and so on.
Where a school is named in a Local Authority Individual Development Plan the Council has a duty to admit the child BEFORE the oversubscription criteria are applied, which reduces the places available to other applicants. Attendance at a primary school does NOT guarantee a place at any secondary school, and no priority is given to children attending any primary school within a cluster — Newport has no feeder-school criterion. SCHOOL-SPECIFIC VARIATION determined in the same policy: at Malpas Church in Wales Primary School, a voluntary-controlled school for which the Council is the admission authority, the Council's criteria above apply but WITHIN EACH CATEGORY a further priority is afforded — first children and/or parents who are practising members of the founding religious body (Church in Wales), then practising members of other Christian churches or religious denominations, then practising members of other faiths. 'Practising' means attendance at church at least once a month for the last six months by at least one parent and/or the child, which may be confirmed with a member of the clergy.
