When there are more applications than places for 2027-28 (Reception), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.
If two applications tie: Any over-subscription within any of the above criteria is finally determined on distance: places are allocated to those children whose home address is determined to be closer to the preferred school, measured using the shortest safe walking route. A child in receipt of a Statement of special educational needs or an Individual Development Plan naming the school is admitted as a statutory requirement, before these criteria are applied.
NOTE CRITERION 4, WHICH IS UNUSUAL AND EASILY MISSED: a family living OUTSIDE the catchment whose older child ended up at this school only because they were REFUSED a place at their own catchment school ranks ABOVE families who live inside the catchment but have no sibling there. Monmouthshire protects families it previously split up. The ordinary out-of-catchment sibling case ranks lower, at criterion 6.
