When there are more applications than places for 2027-28 (Reception), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.

1. 1Children in care / previously in care — Children in care and children who were previously in care but immediately after being in care became subject to an adoption, child arrangement or special guardianship order including those who appear (to the admission authority) to have been in state care outside of England and ceased to be in care as a result of being adopted.
2. 2Designated area — Children who live within the designated area of the school, as defined by the Local Authority, or whose parent/carers can provide evidence that they will be living in the designated area of the school by the date from which the admission is required.
3. 3Unequivocal professional recommendation — Children with an unequivocal professional recommendation from a doctor, school medical officer, educational psychologist or education welfare officer that non placement at the school would not be in the best interest of the child. Such recommendations must be made in writing and must give full supporting reasons and will be reviewed by the LA.
4. 4Siblings — Children with siblings who will still be attending the school at the time of their admission.
5. 5Children of staff — Children of staff – where the member of staff has a permanent contract and has been employed at the school for two or more years at the time of application; or the member of staff has a permanent contract and has been recruited to fill a vacancy for which there is a demonstrable skill shortage. This will be demonstrated by an inability to recruit after two attempts.
6. 6All other children — All other children.

If two applications tie: Priority will be given to the child who lives nearer to the preferred school (straight-line distance). Should distances be exactly the same, random allocation will be used, supervised by an independent person using Cornwall Council's Random Allocation Protocol.

Penpol School has a different order: (1) LAC/previously LAC, (2) Siblings, (3) Children of staff, (4) Designated area, (5) Unequivocal professional recommendation, (6) All other children. Individual PANs are listed per school in the document ranging from 7 to 60. This is a DRAFT policy agreed by Trust Board 14th October 2025.
