Rhiwbeina Primary School

When there are more applications than places for 2027-28 (Reception), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.

1. 1Looked after and previously looked after children — Children who are looked after by a Local Authority in England or Wales or children who were previously looked after by a Local Authority in England or Wales.
2. 2Individual Development Plan naming the school — Children subject to an Individual Development Plan (IDP), in which a specific school is named.
3. 3In catchment with compelling medical or social grounds — Pupils who are resident within the defined catchment area of the school and in respect of whom the Council judges there are compelling medical grounds or compelling social grounds for their admission to a particular school.
4. 4In catchment with sibling — Pupils who are resident within the defined catchment area of the school and have a sibling enrolled in Reception or Years 1 to 6 who will be on register at the school when they are admitted.
5. 5Sibling admitted before a catchment area change — Children who have a brother or sister attending the school, admitted before a catchment area change. (a) Where an older sibling was admitted to and continues to attend a school that was previously the catchment area school for the home address of the family at the time of the older sibling's admission, if the parent applies, the Council will give priority to younger siblings to the former catchment school. (b) Where an older sibling was admitted to and continues to attend a community school, and a catchment area was not established at the time of the older sibling's admission, if the parent applies, the Council will give priority to younger siblings to this school.
6. 6Resident in catchment area — Pupils who are resident within the defined catchment area of the school.
7. 7Compelling medical or social grounds (out of catchment) — Pupils in respect of whom the Council judges there are compelling medical grounds or compelling social grounds for their admission to a particular school.
8. 8Sibling (out of catchment) — Pupils who have a sibling enrolled in Reception or Years 1 to 6 who will be on register at the school when they are admitted.
9. 9Proximity — In determining applications for admission in respect of other pupils the Council gives priority to children living nearest the school as measured by the shortest safe available route.
10. 10Multiple birth siblings — Where a community primary school is oversubscribed, and one (or more) of the multiple birth siblings would be allocated a place but one (or more) of the multiple birth siblings would not be offered a place as the Published Admission Number has been met, the Council will admit the remaining multiple birth sibling(s).

If two applications tie: Proximity is the last criterion applied in all oversubscription criteria. The Council uses a GIS 'Integrated Transport Network' (ITN) compliant with the Learner Travel (Wales) Measure 2008; the shortest safe available route is calculated to 4 decimal places from the applicant's home address co-ordinates (LLPG address point data) to the nearest open school gate using Ordnance Survey route data. Where no safe route is available, the nearest ITN point to the home address is used to calculate the shortest driving route to the nearest open school gate. Where flats share the same LLPG address point, the route is measured from the front entrance of each flat. For applicants within mainland UK but outside the ITN area, distance is the shortest driving distance per Google Maps.

Cardiff Council is the admission authority for community primary schools and voluntary-controlled primary schools. School-specific variations determined in the same policy: St Mellons Church in Wales Voluntary Controlled Primary School — pupils resident within the Old St Mellons Community are treated as living within the school's defined catchment area. Ysgol Gynradd Groes-wen Primary School — a two-form-entry school with one Welsh-medium and one dual-language stream, each with its own admission number.

Published by the admission authority. Meeting a criterion never guarantees a place — it sets the order places are offered in. Full detail, other entry points and previous years are on the Admissions tab.
