When there are more applications than places for 2027-28 (Reception), places are offered in this order of priority. Meeting a higher criterion beats meeting a lower one.
If two applications tie: If the governing body are unable to admit all applicants who fall into the lowest criterion a tie-breaker will be applied. The governing body give priority to children living nearest the school as measured by the safest walking route and will ask the Council to calculate this. The Council uses a Geographical Information System (GIS) to calculate home to school distances in miles. The safest walking route is calculated using Ordnance Survey (OS) customised route data from an applicant’s home address to the nearest open school gate. The co-ordinates of an applicant’s home address are determined using the Local Land and Property Gazetteer (LLPG) AND OS Address Point Data. Cardiff Council has developed a computerised walking route network based on the Local Authority Road Safety Officers Association (LARSOA) criteria and this is used to ensure that every pupil is assessed as consistently as possible.
Proof of Baptism is required for categories 2-5. Requirements: child's birth certificate and evidence of permanent residence (current Council Tax form with correct postal address or equivalent documentation e.g. a child benefit statement; utility bills will not be accepted). If a child is resident with friends or relatives (for reasons other than guardianship) the friends or relatives address will not be considered for allocation purposes. Definition of sibling: children who have a sibling on roll at Holy Family RC Primary School in the September the applicant would begin school; sibling connection must be stated on the application form; includes brother/sister, half-brother/sister, stepbrother/sister, and adopted or fostered children at the same address. Multiple births: if the last child to be admitted under the oversubscription criteria is one of a multiple birth, the Governors will admit the other sibling(s). Waiting Lists: applicants refused a place will be placed on a waiting list for that academic year; places become available allocated by oversubscription criteria not length of time on waiting list. Right of Appeal: parents may appeal a refusal; must contact the school for an appeal form, to be returned within 10 working days of the decision letter; heard by an independent appeal panel whose decision is binding.
